Potomac Gardens public housing complex

Two District men have pleaded guilty to charges brought after a fatal 2013 shooting in Hill East.

Carlos Parks, 19, and Troy Robinson, 20, yesterday admitted to shooting a man at the Potomac Gardens public housing complex on June 24, 2013, according to the D.C. U.S. Attorney’s Office.

Parks pleaded guilty to second-degree murder while armed. Robinson pleaded guilty to voluntary manslaughter while armed.

Tywayne Thompson, 25, died from a bullet that traveled through his buttocks and abdomen.

Parks and Robinson approached Thompson about 1:20 a.m. on the 700 block of 12th St. SE., and both Parks and Robinson shot at least once, according to the U.S. attorney’s office.

Police said the two men were attempting to steal Thompson’s new motor scooter, The Washington Post reported.

900 block of 3rd Street NE after shooting July 12, 2015Two shootings that happened in the NoMa area this week weren’t random attacks, police said last night.

The shootings in the Flats 140 apartment building and on the 900 block of 3rd Street NE Sunday weren’t the work of individuals who indiscriminately assaulted people in the neighborhood, Metropolitan Police Department commanders told about two dozen locals at a community meeting.

“We know there’s more to it,” Commander Jeff Brown of the First District said of the apartment shooting, which injured a man.

As for the 3rd Street NE shooting, which killed 36-year-old Timothy Bing of Northeast D.C., Brown said the victim was targeted.

“Someone wasn’t walking down the street and saying, ‘Hey, let’s shoot this guy,'” Brown said.

People who live in a house on 3rd Street NE likely have “a lot of information” to assist the police in their investigation of the homicide, Brown said. But he said authorities don’t have “any concrete leads” on a suspect in the shooting.

In the Flats 140 shooting at 140 M St. NE, the victim appeared to be involved in activities that caused the attack, said Commander William Fitzgerald of the Fifth District.

“I don’t want everyone to be afraid to return home each night thinking there’s an armed burglar roaming the neighborhood,” he said.

After the shootings, MPD increased patrols in the NoMa area, the commanders said.

Violent crime is up this year within the boundaries of ANC 6C, which represents parts of NoMa and Near Northeast, including the blocks where the two shootings occurred, according to D.C. crime statistics.

From Jan. 1 to July 15, 76 violent crimes were reported within the boundaries of ANC 6C. During the same period the previous year, 63 of the crimes were reported.

Two people wanted for a deadly drive-by shooting near Miner Elementary School last month have been captured on video.

A homicide happened on the 1600 block of E Street NE about 5:15 p.m. on June 29, police said. The area is about three blocks from Miner.

Darrell Grays, a 33-year-old man from Northeast D.C., was killed in the shooting.

Footage police released Friday in connection with the homicide shows two individuals in a gray Ford Expedition traveling down a street.

People are seen running away from the area when one of the individuals in the sports utility vehicle emerged from the front passenger window with a gun.

The SUV’s passenger then appeared to shoot someone who fell down on the front lawn of a house. The driver also flashed a gun and sped way.

Police said last month they are looking for a gray Ford Expedition with a Maryland license plate in connection with the shooting.
